146 Three-Story Condos Proposed for The Quad in Whittier
The Design Review Board's September 10 vote covers architecture only. The bigger decisions on this long-anticipated project still lie ahead.
Whittier's Design Review Board will look at the design of a 146-unit condo project on Whittier Boulevard on September 10. The application for this development was submitted on August 13, 2025, making this more than a year in the making, and September 10 is the first time residents get to see what's actually planned.
The project, called The Laurels, would replace the empty Burlington Coat Factory and Staples buildings, two other vacant storefronts, a two-story parking garage, and an empty lot on Starbuck Street. The site covers 5.79 acres at the southeast corner of the Quad at Whittier shopping center.
Residents have been expecting this stretch of the Quad to eventually turn into housing. That expectation traces back to 2024, when the city rezoned the site to Mixed Use, a designation that allows a mix of housing and commercial space where the property couldn't have housing before. The rezoning didn't guarantee this project. It made a project like this possible, and now it's in front of the city.
